You need verified identity
The daily free pack requires approved KYC verification. If you haven't verified, you'll be prompted to before you can claim.
This is deliberate — a free pack per account is exactly the thing people create throwaway accounts for, and verification makes that impractical.

When you can claim again
24 hours after your last claim. Not at midnight, and not at any fixed hour — the clock starts from the moment you claimed.
Claim at 3pm and you can claim again from 3pm tomorrow. Claim at 11pm and it's 11pm tomorrow. There's no timezone to work out, and no midnight rush.
The claim screen shows a live countdown.

HOLO sets which pack is the daily pack. It can change over time.
